IT34379: CDR CHECK/SYNC ALLOWS READ-ONLY PARTICIPANT TO BE USED AT MASTERSERVER

• Closed as program error.

Error description

• cdr check/sync allows Read-Only participant  ( in Primary
  -Target Replicate ) to be used at master server.  This doesn't
  prohibit cdr sync or cdr check from making the primary look like
  the target.
  
  Would like below behavior.
  
  Force the "Primary" to act as send-only (not receiving changes
  even via cdr sync/check) in Primary-Target mode
