Problem conclusion

  • When an Azure account is registered, SPP selects an endpoint URL
depending on the type of the endpoint selected by the user in
    the UI.

For Azure Global commercial accounts, the endpoint URL is
"core.windows.net". For Azure US Government accounts, the
endpoint URL is supposed to be "core.usgovcloudapi.net." The
problem occurred because SPP was making requests to the
commercial endpoint "core.windows.net" even though the endpoint
    selected was Azure US Government.

The problem has been resolved by updating SPP to ensure that the
correct endpoint URL is used depending on the selection in the
    UI.
