  SQL purge log failed with the http timeout error, due to the
  underlying TCP connection timeout of 21 secs. The issue was
  specific to WINHTTP library. The fix was to extend TCP
  connection timeout, and a fallback was added to use an alternate
  library to workaround the timeout issue.
