• Closed as program error.

Error description

• There are no errors in the restore job log or vSphere console.
  The VM will not be a template it will be a normal VM.  All the
  other settings and data will be correct.
  

Local fix

• From the vSphere console convert the VM to a template.

Problem conclusion

• Streaming restore of VMware template VM was incorrectly skipping
  converting the restored VM to a template. This has been fixed.
