Error description
When user have a varchar column with only numeric values and index over same colomn. Obtimizer only uses the index if the datatype of the value in where clause is varchar or char. If compared with number leads to a seqential scan. Colomn and number greater/smaller/smaller equals/larger equals are compared isssue is not reproduced. Colomn and number are compared id equal, Sequential scan is used.
