Local fix
Download the version 1.9 or later of the IBM Installation Manager directly from Fix Central: https://www-945.ibm.com/support/fixcentral/options?selectionBean .selectedTab=find&selection=ibm%2fRational%3bibm%2fRational%2fIB M+Installation+Manager Once it is installed, launch the IBM Spectrum Protect installer in the normal fashion and it will use the installed IBM Installation Manager.
