Error description

• IBM Spectrum Control pre-upgrade fails when the services file
  contains a commented line (starting with #) for the DB2 service
  (e.g. by default with the names DB2_db2inst1 or db2c_DB2)where
  the port on that line is a wrong one.
  
  In the installation log, there's something like the following,
  the port might be different:
  Error opening socket to server ... on port 50,000 with message:
  A remote host refused an attempted connect operation.
  (Connection refused). ERRORCODE=-4499, SQLSTATE=08001
  ...
  DBSchemaValidator displayErrorMsg Db2 prevalidation failed -
  BPCIN0021E An unexpected error occurred during the prevalidation
  of the Database repository.
