Error description

• Retention rules will not run at the expected time after the
  UPDATE RETRULE command is used to
  change when the rule should run.  The rule will run at the
  original date and time that was
  specified when the rule was defined instead of the new time
  specified by the UPDATE RETRULE command.

Local fix

• If the retention rule has never run, then delete the retention
  rule and redefine with the desired schedule.
  If the retention rule cannot be deleted because it already
  created retention sets, then halt and restart the server.
