IT28604: SERVER NEEDS TO PREVENT AUTO REGISTRATION OF BLADES IN SYSMASTERDATABASE

• Closed as program error.

Error description

• With the auto registration feature, it's now easier to possibly
  accidentally get blades registered into databases that do not
  require the blade.  If this happens in the sysmaster database,
  it can cause failures when having to go through upgrade
  conversions.
  
  The server should prevent this in sysmaster, and possibly other
  system databases (sysuser, sysha, sysutils, sysadmin)
