Error description

• The following message is displayed when collecting the support
  package:
  "The support package could not be created because file system
  permissions prevent creation of temporary files."

  The data collector for PM creates a new runLock file but this
  should not be included in Spectrum Control log package.
  

Local fix

• This is a temporary issue.
  Retry to collect the support package by using the script  <TPC
  dir>\service\service.bat (service.sh)
