Error description

• SVC performance statistics counter "xl" in the vdisk stats is
  used for computing the "Overall Host Attributed Response Time
  Percentage" metric.  Spectrum Control incorrectly calculates the
  metric based on a unit of microseconds.  The counter is actually
  measured in milliseconds, making the Spectrum Control reported
  metric too small by a factor of 1000.
