• Closed as program error.

Error description

• A sql backup or restore job fails with error "IsProcessActive
  failed. Error <Reason>. The reason can be "No Route to host" or
  "Name resolution failed" etc. This happens as a result of
  network related issues in the environment like connectivity
  issues in the network or failure of the name resolution service.
  

Local fix

• If the environmental issue is temporary the job can be retried
  after the issue is resolved.
