IT25866: MISLEADING ERROR MESSAGE PRESENTED IN SPECTRUM CONTROL GUI WHEN THE USER IS UNABLE TO LOGIN BECAUSE DB2 PASSWORD HAS EXPIRED

Error description

• When the DB2 password is expired and the user is unable to login
  to the GUI, Spectrum Control gives a the misleading error
  message "User is not authorized?" instead of a meaningful
  message as: "Connection authorization failure occurred. Reason:
  Password expired.".
  
  The error is from the DB2 password expired then Spectrum Control
  should display the correct message.
