IT23351: MAPPING NODE WITH CREATE TRANSFORM DOES NOT CREATE EMPTY ELEMENTS

Error description

• If a Create transform is used in the Mapping node to create
  empty elements, when an environment variable
  MQSI_MAP_REMOVE_OUTPUT_NS_DECL is set, empty elements may not
  be created. Mapping node will remove namespace declarations, as
  defined by the environment variable, and may remove empty
  elements which contain them, even though those elements were
  explicitly created by the user.

  All users of IIB 10.0.0.7 or later, using the Mapping node with
  a Create Empty element transform when the environment variable
  MQSI_MAP_REMOVE_OUTPUT_NS_DECL is set

  PROBLEM DESCRIPTION:

Problem conclusion

• The Mapping node no longer removes empty elements, which were
  set with a Create Empty transform
