Local fix
Turn off "Enforce RBM from the CLI" in the RBM Settings in the default domain
Problem summary
CLI Copy command produces invalid response "Overwrite '*XMLMgr*' is not valid" if Enforce RBM on CLI is enabled.

Temporary fix
Copy via WebGUI or disable Enforce RBM on CLI when using the Copy command.
