IT22650: MQSICREATEBAR HANGS WHEN BLUIDING A PROJECT WITH A DBM FILE.

Error description

• The mqsicreatebar is hanging waiting for builds to complete when
  building a workspace that has a database dbm file that contains
  the following attribute under SQLSchema:schema :
  contents xsi:type="datanotation:DataDiagram"
  
  The issue is that the Data perspective is trying to migrate the
  datadiagram and that is causing it to create graphics which
  causes the command to hang.
  

Local fix

• Remove the xsi:type="datanotation:DataDiagram" from the dbm file
  before issuing the command.
