Error description
Having a large burst limit and large interval inside a count monitor might cause traffic to result in the filter action triggering before expected.
Local fix
Disable burst limit or reduce the interval and burst limit to be underneath 32-bit limit. 4294967295 / interval = maximum burst limit
Problem summary
Sufficiently Large Message Monitor Intervals might cause the Interval/Limit to not be enforced.

Temporary fix
Limit Interval/Limit Values to 86400 / 49 or equivalent combination ( Ex: 42336 / 100 ).
