IT20587: THE AUTOMATED PROBE SCHEDULER IN SPECTRUM CONTROL DOESN'T WORK PROPERLY FOR MACHINES WITH NON-US LOCALE.

APAR status

Error description

• The automated probe schedule is set in IBM Spectrum Control
  Web-GUI:
  click Settings > Automated Probe Schedule.
  
  The probes may not start at the specified time range when the
  IBM Spectrum Control server is installed on a machine where the
  LOCALE is non-US.
  The Schedule Balancer determines the first and last day of the
  balance week based on the Locale in use on that machine (in US,
  the "official" week is considered Sunday - Saturday, while in
  most European countries, the "official" week is considered
  Monday - Sunday).
  On the other hand, the Schedule Balancer is scheduled to run
  weekly, at midnight (in the time zone of the server) in the
  Saturday-Sunday night. This is OK for the server machines with
  Locale for which the week is considered Sunday - Saturday (like
  in US), but is not working properly for the server machines with
  Locale for which the week is considered Monday - Sunday (like in
  most European countries), for which the balancer should be
  scheduled to run weekly, at midnight (in the time zone of the
  server) in the Sunday-Monday night.
  
  Affected version:  Spectrum Control 5.2.13 and earlier.
