IT19848: BACKUP VM FAILS WITH ANS2888E AND ANS0400E.

• Closed as program error.

Error description

• BACKUP VM fails with ANS2888E and ANS0400E below, although the
  license file tdp4vmw.lic is correctly located in the product
  directory.

  ANS2888E Backup VM Full VM Incremental is unable to run. A valid
  TSM for Virtual Environments license file (tdp4vmw.lic) cannot
  be located.
  ANS0400E License file could not be opened.
  ===========================
  
  This problem is not reproductive and is intermittent.  Due to a
  race condition between multiple threads, Tivoli Storage Manager
  Client incorrectly fails to detect license file.
  
  When this problem occurs, the failure of detecting license file
  can be logged in the Tivoli Storage Manager Client trace, as
  below.

  This issue is the same symptom as the following APARs that were
  fixed in 7.1.2, but still occurs with 7.1.6.
  IT04554: 7.1.1 VM BACKUP FAILS WITH ANS0400E LICENSE FILE COULD
  NOT BE OPENED.
  IT04723: 7.1.1 VM BACKUP FAILS WITH ANS0400E LICENSE FILE COULD
  NOT BE OPENED.

  Tivoli Storage Manager Versions affected:
  Tivoli Storage Manager Client 6.3.0 or higher level on Windows
  and Linux platform.
  IBM Spectrum Protect Client 7.1.3 or higher level on Windows and
  Linux platform.
  
  Products affected:
  IBM Spectrum Protect for Virtual Environments: Data Protection
  for VMware version 8.1.0 on Linux and Windows
  
  This problem also affects IBM Spectrum Protect Backup-Archive
  Client which is the data mover for Data Protection for
  VMware 6.3, 6.4 and 7.1. If you are using Data Protection for
  VMware
  6.3, 6.4 and 7.1 refer to APAR IT19117.

• Reduce the vmmaxparallel value.
