• While the queue manager is stopping, an internal check is made
  on state, and a failure data capture (FDC) file is written.
  
  There is no loss of function.

  PROBLEM DESCRIPTION:
  While the queue manager is stopping, an internal monitoring task
  is checking periodically for a state change.  Rarely, if the
  machine is heavily loaded, causing one of the threads to process
  slowly, then a failure data capture (FDC) file is written,
  containing a little information about what that thread had been
  doing immediately beforehand.  This information should be
  reported to IBM, but does not indicate any loss of function.
