APAR status

• Closed as program error.

Error description

• service.bat needs to be modified so that it does not create the
  TPC/SCServiceInfo.html file and run OS commands such as
  'netstat' multiple times for a service collection, regardless of
  options chosen. this file should be created once for the package
  and placed at the top level of the .zip.
