Error description
Restoring public environment profiles from backup does not work. The restore process uses an internal user called ipas-backup, but public environment profile creation requires an LDAP type user. In the customer 2.1 environment, when the customer deletes the environment profile, the delete action leaves artifacts behind in the database, causing an error in the console such that the environment profile list shows up blank as if the delete operation was successful. However, in the Storehouse browser and logs, the console profiles still exist. When the customer tries to restore, the operation is incomplete - the external profiles that are restored with the internal user ipas-backup become duplicates of the original environment profile; they are linked in the system database in such a way that deleting the duplicate entries later, deletes the original.

Problem summary
Error return value should be returned from the environment profile operations to prevent invalid entries from being created in the system database when an error occurs.
Problem conclusion
A code fix is being provided in PureApplication System and BlueMix Local System version 2.2.3.0.
