Error description
When Quota Enforcement Ratelimit key was deleted, the ratelimit policy cannot work correctly using the same key. All the transactions will be rejected by the policy even if the threshold limit was not reached.

Customer who is using Quota Enforcement Ratelimit feature is likely to see this problem. The transactions will always be rejected after the Quota Enforcement Ratelimit policy key was deleted.
