Error description
When a peer group is used for Quota Enforcement, the slave peers' ratelimit count policy set() API call takes no effect with no error returned.

Problem summary
Customer who is using Quota Enforcement Ratelimit feature is likely to see this problem. The Ratelimit count policy's set() api call may not work while Quota Enforcement Server's peer group is enabled.
