IT13726: THE C++ METHOD ITDATETIME.SECOND() RETURNS A VALUE 100000 BIGGER THAN IT SHOULD

Error description

• Since Client SDK 4.10.xC5 the C++ method ITDateTime.Second()
  returns a value 100000 times bigger than it should be. So
  instead of returning 9 seconds it will return 900000 seconds.
  
  As a consequence other operations such as ITDateTime.FromDate()
  will fail.
  

Local fix

• Use ClientSDK 4.10.xC4
