IT07600: -1213 ERRORS RUNNING LOW MEMORY RECONFIG TASK

Error description

• The LowMemoryReconfig function executes the following sql:
  
  SELECT sysadmin:admin('onmode', 'wm', 'VP_MEMORY_CACHE_KB=0')
              INTO rc
              FROM sysmaster:syscfgtab
              WHERE cf_name = "VP_MEMORY_CACHE_KB" AND
                    cf_effective > 0;
  
  This query fails with a -1213 error if the VP_MEMORY_CACHE_KB
  onconfig parameter is set to non-zero.
  
  It seems that the value for cf_effective in the
  sysmaster:syscfgtab gets set to <value>,STATIC which
  causes the above query to fail.  If the onconfig value is left
  at the default of 0 the cf_effective value is
  2048 the query runs successfully.
