Error description

• Pre and post schedule commands passed to Windows that contain
  double quotes will fail.  Generally double quotes are used when
  the command
  being issued has additional parameters to be passed.
  example:
  -preschedcmd="<some command> <some parameter to that command>"
  Commands not requiring double quotes are unaffected

• Apply fixing level when available
