• When running multiple automatic mailbox routing rules at the
  same time the rules are blocking each other.

• Use manual routing rules or put locking logic around all
  automatic routing rules.
  

Problem summary

  Mailbox Users with Customized Automatic Routing Rules
  Problem Description:
  Mailbox Evaluate Routing Rule Service scheduled BP hangs. The
  customer created a custom Mailbox Evaluate Routing Rule Service
  configuration
  that executes a mailbox routing rule in automatic mode. When
  data is found in a mailbox associated to the
  routing rule the scheduled business process remains in an ACTIVE
  state, at step 0. The business process defined in the Routing
  Rule is
  initiated and processes normally. Subsequent scheduled runs of
  the Mailbox Evaluate Routing Rule service then also remain in an
  ACTIVE
  state.
