Problem conclusion

• Resolution Summary:
  When the session during an SSID exchange does not have Partner
  data set, it throws a null object when it is trying to
  get the CAPI_EXCHANGE BUFFER size. As part of the applied fix,
  when this condition happens, 128 is selected as the default
