  The scope of UPDATE STATISTICS is restricted by whatever tables,
  columns, or SPL routines follow the FOR TABLE keywords or the
  FOR PROCEDURE keywords.
  
      If you include no FOR PROCEDURE specification, no Table and
  Column Scope clause, and no Resolution clause, then statistics
  are updated for every table and SPL routine in the current
  database, including the system catalog tables.
  
  Essentially, this says running UPDATE STATISTICS will update
  statistics for all tables and procedures but it does not update
  the procedures.
  

Local fix

• You must run UPDATE STATISTICS FOR PROCEDURE to update
  statistics for procedures.

Problem conclusion

• Running the UPDATE STATISTICS statement without any other
  keywords updates only the statistics of permanent tables; SPL
  routines are not reoptimized. To reoptimize SPL routines, run
  the UPDATE STATISTICS FOR PROCEDURE statement.
