Error description

• Tivoli Storage Manager server V7 introduces the super aggregate
  function. These aggregates are split into smaller fragments,
  which can be stored in different volumes. During offsite
  reclamation, if the first fragment is stored in a volume that is
   not eligible for reclamation, all the other fragments (called
  secondary) will not be reclaimable, even if they reside on a
  volume that is eligible for reclamation.

  The server activity log will have messages indicating files are
  skipped.
  ANR1163W Offsite volume xxx still contains files which could not
  be moved
  
  AF trace will show the secondary fragments are skipped, for
  example:

• Bring the volumes that are being skipped onsite and run MOVE
  DATA to return the volumes to scratch
