IP23568: CLUSTER SLA SHOULD NOT ADMIT CONNECTIONS TO MORE THAN A SINGLE PRIMARY OR STANDARD SERVER

• Closed as program error.

Error description

• In a cluster there should be max. one primary server, yet under
  faulty conditions you might end up with two primaries, or maybe
  a primary and a standard server.  This as such is bad enough as
  you're loosing HA, but can be worsened by new transactions being
  sent to the two primaries independently, adding severe database
  inconsistency.
  
  While it might not be CM's duty to act on such conditions in a
  cluster connection unit configuration, i.e. ensure there only is
  a single primary, one can expect that, at least, CM doesn't
  actively take part in distributing new connections to multiple
  primaries - which it currently would do.
