IJ17218: PROPERTY COM.IBM.CDB.SECURE.SERVER SET TO TRUE CAUSES A NULLPOINTEREXCEPTION DURING A LOAD BALANCED DISCOVERY

• Problem Description -
  
  In a TADDM Streaming mode deployment
  if the property "com.ibm.cdb.secure.server" is set to true
  in collation.properties , then the load balanced discoveries
  will fail:
     A NullPointerException can be found in the ApiServer.log.
  User is able to successfully submit the request for a load
  balanced  discovery on Primary Storage Server
  through the command line utility "api.sh" , but the discovery
  servers are not able to start the load balanced discovery when
  they poll the Primary Storage Server for submitted requests of
  discovery.
  The fixing requires to do some initialization which is missing
  when this property is set.
