IC95858: GLOBAL POOL SPIN LOCK CONTENTION CAUSES A BOTTLELNECK AND GENERAL PERFORMANCE PROBLEMS

Error description

• All user threads need to allocate memory from the global pool at
  some time or another and this can create contention that leads
  to performance problems if too many threads attempt to allocate
  memory at the same time from this pool.
  
  This defect addresses one particular instance of global memory
  pool allocation by the function ucvallocroot(). This allocation
  might be moved from the global pool to session pool memory. This
  particular allocation was seen during a slowdown as one of the
  top functions contending for the global pool spin lock.
