  This is a code bug caused by APAR IC86858
  (http://www-01.ibm.com/support/docview.wss?uid=swg1IC86858).
  The crash
  will only occur when the problem described by APAR IC86858
  happens.
  This means that there is also some operational problem in the
  tape
  environment causing drives to get opened on other systems.
  There is a
  link to a document in that APAR text for determining  the
  problem in the environment that is the root cause of the issue.
