Error description

• When enabling eventlogging of FILEEXIT or FILETEXTEXIT on
  Windows 2008, events may not be immediate flushed to the output
  file.  This issue may happen only on Windows 2008 or later
  because flush behavior was changed from Windows 2008.  No
  events were lost, but changes of files size of the output file
  cannot be detected till the data is flushed to the disk.

  Tivoli Storage Manager Server 6.1 or later versions on Windows
  2008 platform only

  This issue happens because the specific option "c" is required
  to be specified in mode parameter when opening file by fopen
  function so that the contents of the file buffer are written
  directly to disk if either fflush or _flushall is called.
