APAR status

• Closed as program error.

Error description

• upgrade of dbschema on remote database server will fail if db ad
  admin user account password has been changed from what it was
  when originally installed. install will fail with the error:
  
  BPCIN0021E An error occurred during prevalidation of the
  Database repository.
  

Local fix

• reset the db admin account password back to the value it had
  when the tpc dbschema was originally installed, if possible.
