Error description

• 6.3 rollforward restore db can not restore a database to its
  most current state
  if the information of last backup data is saved in only active
  log area and then the drastic case such as power outage occurs.
  
  
  6.1 and 6.2 server do not have this issue
  because only 6.3 server executes db2 drop db command in restore
  db procedure.
