In XSD or WSDL code, for WS-MediationPolicy, if more than one instance exists within an Action element for these action types: RouteMessage ValidateMessage ExecuteXSL then each repeated type is not enforced. Instead, the first instance of the action type is enforced again.

If more than one instance of an action type is required, place each action in a separate Action element.
