Error description

• The web service client process always gets the following error:
  InternalError: Response not received before specified timeout
  reached. Closing connection at the dynamic service step.
  
  The same BP worked in previous versions and the web
  server provider was running without any change.
  This issue happens for every kind of WSDL with an attachment.
  A dynamic service with no attachment runs successfully without
  an HTTP connection. But for inline and mime attachments, the
  HTTP part is called also for OtherTransport.

• RESOLUTION SUMMARY:
  THE TRANSPORT BINDING NEEDS TO BE ASSOCIATED WITH THE WSDL AT
  THE TIME OF CHECKING-IN A NEW WSDL.
  BY DOING THIS, THE TRANSPORT BINDING IS OBTAINED FROM THE
  WORKFLOW CONTEXT PARAMETERS AND THIS ALLOWS THE SOAP MESSAGES TO
  PROCESS CORRECTLY.
