IC89809: CLARIFY HOW GIGABYTES SETTING SHOULD WORK WITH CLEANFREQUENCY OPTION

Error description

• The Tivoli Storage Manager server have three ways while setting
  cleanFrequency option in drive definition.
  One of the way is setting it with gigabytes. but server
  documentation does not specify that H/W initiating cleaning
  drive can still be invoked when the option is set with
  gigabytes.
  
  The behavior should be noted along the explanation of gigabytes
  setting.

  The parameter will include this note:
  Important: When CLEANFREQUENCY=gigabyte, drive cleaning can
  occur before the gigabyte setting is reached, if the drive
  notifies the device driver that a cleaning is necessary.
