Error description

• Tape library does not initialize properly after reboot
  
  When Tivoli Storage Manager reboots, the library is not
  accessible
  Looks like the required permissions are not initialized properly
  by autoconf after reboot for accessing the library
  
  
  The issue is caused by incorrect permission settings caused by
  autoconf after reboot
  

Local fix

• Change the device special file's permissions to 666 (global rw)
