Error description

• Tivoli Storage Manager may fail to start after upgrading server
  to 6.3.1.
  This problem occurs when environment parameter "LANG" is already
  setting to non-US locale.
  6.3.1's install.bin uses "LC_ALL=C" instead of "LANG=C".
  Db2 commands with "LC_ALL=C" can not display English output
  if LANG sets another locale such as "ja_JP".
  The following errors are reported when starting server.
