IC86425: 6.2.1 SERVER INSTALL CAN FAIL ON NON-ENGLISH HOST RUNNING SERVICE PACK 2.

Error description

• On a Windows host running non-English language and with Service
  Pack 2 installed,
  install of the 6.2.1 Tivoli Storage Manager Server fails due to
  being unable to handle
  Service Pack 2 phrase.
  
  Such an example is seen with Hungarian language using
  Szervizcsomag 2 phrase.(Service pack 2 in English)

Local fix

• Install 6.3.x server if requirements are met.
  or
  Install on English language system.

  run installer with -DBYPASS_TSM_REQ_CHECKS=true parameter
  using 6.2.2 or higher code (install license from 6.2.1 code)
