IC85465: INSTANCE CREATION ON WINDOWS FAILS IF THE INSTANCE OWNER PASSWORD CONTAINS A DOUBLE QUOTE CHARACTER

Error description

• The creation of a Tivoli Storage Manager server database
  instance fails with RC 302 due to the instance owner user id
  having a double quote character in its password.
  
  db2icrt returns the following:
  DBI1921N The user account or password is not valid.
  
  Explanation:
  The user account or the password is not valid.
  
  User response:
  Issue the command again with the correct account.

  This issue occurs due to a Windows operating system limitation
  causing the double quote character to be interpreted as
  delimiter instead of a valid password character. The limitation
