Error description

• When using Promoted Properties that have an Alias value that
  contains certain symbols the following exception may be seen if
  the module is deployed using Service Deploy:
  
  Caused by: java.lang.IllegalArgumentException: URLDecoder:
  Illegal hex characters in escape (%) pattern - For input
  string: "%S"
   at java.net.URLDecoder.decode(URLDecoder.java:185)
   at
  com.ibm.ws.sibx.deploy.MediationPropertiesValidator.validateTabl
  eProperty(MediationPropertiesValidator.java:795)

Problem summary

• A java.lang.IllegalArgumentException may be seen when using a
  Promoted Property Alias that cannot be decoded into UTF-8 when
  the module is deployed using a Service Deploy command.
  

Problem conclusion

• The code was modified to prevent a Promoted Property Alias being
  decoded.
  
  This code fix was targeted to be included in the following fix
