APAR status

  • Closed as program error.

Error description

  • This system notice message may be seen:

"Not permitting connection due to Normal throttling"

and intermittent connection rejections may occur unexpectedly.

The issue occurs even when system status providers show lower
values than should be needed to trigger the system throttle at
    the configured threshold.

Local fix

  • Disable the system throttle as a temporary workaround, but the
system resources should still be manually monitored if using
    this workaround.

To disable throttle, from default domain using CLI:

    co
    throttle
    admin-state disabled
    exit
    exit

Problem summary

  • With throttling enabled, intermittent throttling messages might
be seen in the log indicating that a connection has been
rejected due to Normal throttling, even though the appliance may
not be under heavy load or heavy memory utilization.

This problem is more likely to be seen when using management
interfaces such as retrieving operational information through
    SNMP.

While the log message, "system notice 799
0x804000a0throttle (Throttler): Not permitting connection due to
Normal throttling." is valid under spikes in memory usage, this
was occurring more frequently than would be expected.

Problem conclusion

  • The fix is available in 3.8.2.12, 4.0.1.9, and 4.0.2.5.
