• Closed as program error.

Error description

• Running "DEFINE CLIENTACTION" and "DEFINE ASSOCIATION" at the
  same time can cause a server database deadlock situation.
  ANR0379W A server database deadlock situation has been
  encountered; the lock request for the cs universe lock,  will
  be denied to resolve the deadlock.
  This problem is more likely when DEFINE CLIENTACTION is run
  with WAIT=YES.
  Tivoli Storage Manager Versions Affected:
  All Tivoli Storage Manager servers on all platforms.

Local fix

• Avoid running DEFINE CLIENTACTION and DEFINE ASSOCIATION at
  the same time.
