Error description

• Some panels like HODAdmin.html, HODAdminFull_xx.html,
  HODDatabase_xx.html, and HODRemove_xx.html where xx is the
  specific language, display with English and the other language
  on the panel. The problem is only in HOD 10.0.9 and 11.0.3.

  *                      After logging into HODAdmin.html and    *
  *                      clicking one of the links on the left   *
  *                      navigation window, Users/Groups for     *
  *                      example, the text "To Add users or      *
  *                      groups..." appears in English language  *
  *                      when the system is set to a different   *
  *                      language locale.                        *

  In the html files, there was English in the content and that
  resulted in the htmls displaying in various languages when
  the machine was set for a non-English locale.
  

Problem conclusion

• The language specific files were modified to show the text in
  the correct language.
  
  Fix scheduled to be available in HOD 11.0.4 Refresh pack.
