Error description

• The DB2 service on the second node is started with the local
  system service instead of the instance ID owner.  DB2 might
  not start on the second node, or it might have poor
  performance, and various DB2 housekeeping tasks, such as
  database reorganization, might not run on that node.  This
  issue can also cause errors to be logged in the db2diag.log
  file.

Local fix

• To fix the DB2 service for the instance, on the secondary
  node(s), open the Windows Services panel, Administrative
  Tools->Services. Select  DB2 - DB2TSM1 -
  SERVER1 properties. On the Log On tab, change the service to
  start using the instance id and password. Ensure that you
  enter the instance id in domain\id format.
